What I've seen on the 16 bit JWT ECU is the O2's must be Flip/Flopping above and below the magic .45 volt range at the normal idle speed, then the ECU will settle into the 15* and 700 RPM idle mode.. IF the O2's do not flip flop ( Like a leaking Injector or Intake air leak) the ECU will not settle into 'Idle Mode' and will run fast idle and have the ignition advanced in the 20* range..
